How to build AI Strategy?

Global AI spending is set to surpass $2 trillion in 2026, according to Gartner. That is a staggering number. What is equally staggering is how much of that investment is producing very little in return.

Deloitte's 2026 State of AI report found that while 66% of organisations report productivity gains from AI, only 20% are seeing actual revenue growth. The gap between activity and outcome is real, and it is wide.

The reason is not the technology. In 2026, the technology works. The reason is strategy, or more precisely, the absence of one. Launching tools, running pilots, and calling it an AI initiative is not a strategy. A strategy defines where you are going, why, how you will get there, and how you will know it is working.

This article walks through how to build one that holds up in practice, not just in a boardroom presentation.

Why AI Strategies fail before they start?

Before getting into what a good AI strategy looks like, the failure patterns are worth naming directly. They are consistent enough to be predictable.

Starting with the tool, not the problem

An organisation buys a generative AI platform, announces it internally, and then tries to find places to use it. The tool becomes the strategy. This produces scattered experiments, low adoption, and leadership frustration when nothing significant materialises six months later. The tool is never the starting point. The business problem is.

Pilot Purgatory

A term used in enterprise AI circles to describe what happens when organisations run successful pilots that never reach production. The pilot works in a controlled environment. Then it hits the real world: messy data, integration complexity, resistance from the team, and no one with clear ownership to push it through. According to research cited by Master of Code in early 2026, up to 95% of AI pilots fail to deliver ROI. Pilot Purgatory is the single biggest reason.

No clear ownership

AI initiatives that are owned by IT, strategy, and operations simultaneously are owned by nobody. Without a named individual who has authority, accountability, and a mandate to make decisions, competing priorities will stall every initiative. PwC's 2026 AI predictions confirm this directly: companies that adopt a top-down, leadership-driven approach to AI consistently outperform those running bottom-up experiments without unified direction.

Adoption treated as an afterthought

A working AI system that nobody trusts or uses is not a working AI system. Adoption planning is treated as a post-launch concern in most AI initiatives. McKinsey research puts 70% of digital transformations failing not because of technical problems, but because of cultural resistance. AI adoption follows the same pattern. It needs to be planned for from day one, not picked up after deployment.

5 Components of AI Strategy

A credible AI strategy covers five things. Vision decks and tool shortlists cover none of them.

1. Business Alignment

Every AI initiative needs a direct line to a business outcome. Not a theoretical one. A specific, measurable one: reduce customer response time by 40%, cut manual reporting hours by half, identify contract risk earlier in the sales cycle.

If a use case cannot be tied to revenue, cost, risk, or efficiency in concrete terms, it does not belong in the strategy. This filter rules out a lot of initiatives that are technically interesting but strategically peripheral. Apply it anyway. The organisations reporting actual revenue growth from AI in Deloitte's data are the ones that connected every initiative to a business outcome before building anything.

2. Readiness Assessment

Before committing to any AI initiative, you need an honest picture of where the organisation actually stands. The 2026 AI Maturity Index found that 64% of enterprises lack the architecture required for reliable AI operations. That does not mean they cannot proceed. It means they need to know what they are building on.

A readiness assessment covers four areas:

Data quality and availability: Are the data assets AI will depend on clean, accessible, and governed? Unstructured, siloed, or unreliable data is the most common technical reason AI initiatives underdeliver.
Infrastructure: Does the existing technology stack support AI workloads? Are there integration pathways to the systems where AI outputs need to land?
Talent and capability: Deloitte's 2026 report identifies the AI skills gap as the single biggest barrier to integration. Who internally can operate, oversee, and iterate on AI systems once deployed?
Cultural readiness: How much appetite does the organisation have for the change AI adoption requires? Where is resistance concentrated, and why?

A readiness assessment is not permission to delay indefinitely. It is a map of what needs to be addressed in parallel with strategy execution.

3. Use-Case Prioritisation

The organisations producing the strongest AI results in 2026 are not the ones pursuing the most use cases. They are the ones pursuing the right ones, in the right sequence.

Prioritise use cases on three dimensions: business impact (how much value does this create if it works), feasibility (how achievable is this given current readiness), and risk (what is the downside if it fails or produces unreliable outputs in a live environment).

High-impact, high-feasibility, lower-risk use cases go first. These are the initiatives that build confidence, prove the model, and create the organisational momentum that harder initiatives require later.

In 2026, the use cases consistently clearing this filter are: agentic automation of multi-step repetitive processes, AI-assisted decision support in data-heavy functions, intelligent document processing, and AI-enhanced communication workflows. The specific version needs to be matched to the specific organisation, not borrowed from a competitor's case study.

4. Governance Framework

Governance is the component most AI strategies omit until something goes wrong. In 2026, that is increasingly expensive.

The EU AI Act is now in phased enforcement. Regulatory scrutiny of AI outputs, data handling, and algorithmic decision-making is increasing across multiple jurisdictions. Harvard Business Review notes that organisations without AI governance face significantly higher regulatory and reputational risk as this landscape matures.

A governance framework covers three things: what AI is permitted to do without human review, what requires oversight before outputs are acted on, and what data should never enter AI systems. It also defines accountability, specifically, who is responsible when an AI-assisted decision produces a poor outcome.

Clear governance makes fast, confident experimentation possible. Teams that know the boundaries move faster within them than teams operating in ambiguity.

5. Adoption and Change Management

The most technically sophisticated AI deployment in the world produces zero value if the people it is meant to support do not use it, or use it badly.

Adoption planning belongs in the strategy from the beginning. It needs to address three things: building the case for change (why this matters and what it means for each team), building capability (training, usage guidelines, feedback loops), and building trust in the outputs (quality standards, escalation paths, transparency about what AI is doing and why).

PwC's 2026 research specifically flags the need for new workforce skills around agent orchestration and oversight as agentic AI enters production workflows. The organisations investing in that upskilling proactively are the ones reporting adoption rates worth presenting to a board.

The Roadmap: A Phased Approach

Once the five components are defined, the strategy needs a sequenced roadmap. Pursuing everything at once is how organisations end up with twelve struggling pilots and no production results.

Foundation (Months 1 to 3)

Assess data quality and governance gaps. Identify and agree on two to three high-priority use cases. Define success metrics for each before any development begins. Establish the governance framework. Assign clear ownership at the initiative level.

The output of this phase is not a working AI system. It is a clear, agreed foundation that everyone involved understands and can execute against. Skipping it to get to deployment faster is how organisations end up rebuilding from scratch six months in.

Development and Pilot (Months 3 to 6)

Build and run structured pilots on the prioritised use cases, with success criteria agreed before the pilot begins. Keep scope tight. A pilot that answers a specific question about feasibility and ROI in a real environment is more valuable than a broad experiment that answers nothing definitively.

Use this phase to surface adoption barriers early. What concerns does the team have? Where do they not trust the output? What would need to be true for them to use this confidently in daily work? These questions are cheaper to address in a pilot than in production.

Scale and Integrate (Months 6 Onwards)

Pilots that meet their success criteria move to production with proper integration, monitoring, and ongoing governance. Pilots that do not meet criteria are stopped and the learning is documented. The roadmap updates based on what the pilot phase taught you.

Scaling does not mean rolling out to every team simultaneously. It means expanding the use cases that have proven themselves, one step at a time, with adoption support running in parallel at each stage.

This is a Leadership Responsibility

AI strategy is consistently misassigned to IT or data teams. The technology sits there, and the logic seems sound. It is the wrong call.

Technology teams can advise on feasibility, build the systems, and maintain the infrastructure. They cannot define which business outcomes matter most, navigate the political and cultural dynamics of adoption, or make the prioritisation calls that determine where limited capacity should be focused. Those are leadership decisions.

PwC's analysis is direct on this: senior leadership picking specific workflows for focused AI investment, and owning the programme at the top, is the pattern that produces results. Organisations that delegate AI strategy entirely to technical teams and then hold leadership accountable for business outcomes create a structural gap that no amount of engineering skill can close.

The practical implication is that the senior leader responsible for an AI strategy needs enough AI literacy to engage meaningfully with the decisions the strategy requires. Not enough to build the systems, but enough to interrogate trade-offs, evaluate options, and make calls when technical and business perspectives diverge.

How to measure if it's working

An AI strategy without defined metrics is an AI strategy without accountability.

Measurement operates at two levels. At the initiative level: is this specific use case delivering the outcome it was designed for? At the portfolio level: is the organisation's overall AI investment producing cumulative business value?

The metrics that matter are business metrics. Reduced processing time. Improved accuracy. Faster client turnaround. The number of AI tools deployed, prompts processed, or employees who attended a training session does not constitute evidence of business value.

That gap exists because a large proportion of AI activity is optimising at the task level without reaching the business model level. A well-designed strategy builds measurement that tracks both, and uses the gap between them to identify where the strategy needs to evolve.

Where to Begin

If your organisation has an AI strategy that amounts to a list of tools and a commitment to being AI-driven, the place to start is not with more tools.

Start with a clear-eyed assessment of where you actually stand: which business problems most need solving, what your current data and infrastructure can support, and where your leadership team has the clarity and capability to drive change. That assessment is the foundation on which a strategy that actually works gets built.

The organisations seeing the strongest results in 2026 are not the ones that moved the fastest. They are the ones that moved deliberately, with a clear direction and a leadership team that understood what it was trying to achieve before the first pilot was launched.
